Conclusion: Diddy is always faster than Dixie. As Diddy, you want to constantly roll. As Dixie, you only want to roll through enemies, otherwise always run.
Optimal Jumping
As Diddy, whenever you roll, your speed is at 896. If you hold B when you jump out of the role, your speed gets snapped to 656.
However, if you are not holding the B button when you jump out of a roll, you can keep the rolling speed a bit longer. It will decelerate your speed by 20 units a frame.
Optimally, you will want to hold B 11 or 12 frames after you the A button to jump, or 1/5th of a second after jumping. Doing this everywhere will save you a few seconds over the course of the run, and this trick is also necessary for a select few jumps (example: beginning of Krockhead Klamber).
